Many authoritative sources estimate that between 15 and 17 million Nigerians are in the diaspora. The Obasanjo administration in the early 2000s recognised 'Nigerian diasporans' as a potent force that could be institutionally galvanised to contribute to national development. The successor administrations of Presidents Y'aradua and Jonathan did not pursue the diaspora agenda with as much passion, but the Buhari administration (especially in the 2nd term), apparently wants to up the ante.
